I hear you, I started riding when I was growing up in the Tacoma Washington area. Wet leather sucks, and no amount of Sno-seal will keep all the water out. I would recommend you get dedicated wet weather gear consisting of Gortex or similar with body armaor built in. Here are a couple companies I have had success with in the past:
